Change scope: #026 TimePicker Runtime hour-candidate/min-max visibility correction only, plus matching QA/spec/version bookkeeping.

Current explicit contract:
- Default Hour column: 00 through 24 inclusive.
- 24 is the end-of-day endpoint and is selectable only as 24:00 / 24:00:00.
- With min/max, out-of-range Hour candidates are omitted, not shown disabled/grey.
- At boundary hours/minutes, Minute/Second candidates are limited to values that can produce a selectable time.
- step applies to Minute candidates only; Hour is never thinned by minute step.
- Existing #026 select event / onSelect / RETURN flow is preserved.
- Caller INPUT automatic commit / OUT / Security / Delivery remain outside #026 responsibility.

Executed build-time checks:
- Node public-contract regression: 22/22 PASS.
- Instrumented candidate-generation regression: 10/10 PASS.
- JS syntax: PASS.
- HTML inline-JS syntax: PASS.
- Duplicate HTML id check: PASS.
- MANIFEST / ZIP integrity: required before delivery.

Controlled Chromium Runtime QA: NOT COMPLETED in this environment (headless Chromium did not terminate and returned exit 124).
User localhost Browser Runtime confirmation is required before Completion/Frozen.
