User-visible defects targeted
1. Guide must use the formal #026 TimePicker owned by BoneTimeBox, not browser-native input[type=time] and not a DOC-created lookalike.
2. Preview step=15 must produce the same formal #026 minute candidates in Guide: 00/15/30/45.
3. min=08:00 / max=18:00 must expose only hour candidates 08 through 18. Values 00-07 and 19-23 are not valid visible candidates.
4. Boundary minute/second candidates must respect min/max. Minute step applies to minutes only.
5. UNRESOLVED candidate DOM, missing formal #026, or #031/#026 option mismatch must not be converted to PASS.
6. Real #026 columns may expose only Japanese/English headers without the guessed class selectors; header-ancestor resolution is required.
7. Guide-side hour/minute selection must not be immediately overwritten by continuous synchronization from the outer Preview.
